Albania is No. 1 in Expatgate. Who it suits and where the promises go too far

A high score for residence policy is a good reason to consider Albania. Here is what it means for a working expat, and which questions the ranking leaves unanswered.

Albania ranks first. What did we measure?

Albania came ahead of Australia and New Zealand in the Expatgate ranking. A strong result for a country people rarely choose for high salaries or exemplary public services. We assessed how well the state helps a working foreigner obtain and keep legal residence.

In the August 2026 edition of the Residence Policy Index, Albania scores 85 out of 100, ranks first among 97 countries and sits in league A. Its possible rank range is 1–4: the small gap between the leading countries is not enough to declare an undisputed winner. Albania’s ranking profile.

We compared 26 indicators across seven categories. In every category, a higher score means more favourable conditions for foreign residents:

There are tangible benefits behind these numbers. The Leje Unike combines residence and work permission; remote work and self-employment are among the available grounds. Losing a job does not mean immediately losing the permit: Article 72 of the foreigners law protects holders during a limited period of unemployment. Refusals can also be appealed. These things matter when you are moving your life, rather than taking a holiday. Law 79/2021, Articles 72–73.

What first place does not promise: a good local salary, a suitable school, quality healthcare nearby, a quick court decision or straightforward banking. The index does not measure quality of life as a whole. Even its tax indicator excludes compulsory social contributions.

The model has limits too. It uses a hypothetical 35-year-old applicant, two monthly income levels before tax — $2,500 and $3,856 — and the most accessible route currently available. It does not account for nationality. Your application will. Without published refusal statistics, a high score cannot become a promise of approval. Ranking methodology.

What expats say on Reddit

The most useful parts of these discussions are the details hidden behind the word “online”.

In a discussion about the digital mobile worker permit, an EU passport holder confirms receiving one. They describe annual insurance, translations and notarisation, an in-person submission and finding a bank willing to open an account. This is one applicant’s account of a route that worked; their outcome cannot be assumed for every nationality.

Three practical issues recur. Documents need preparation and delivery outside the portal; accommodation needs to be suitable for the residence application; and banking is worth investigating in advance. These issues also appear in another digital nomad discussion and questions about the unique permit. Some posts are questions before applying, rather than completed cases. For your move, that means asking the local immigration office about documents, discussing the lease with the landlord and obtaining the bank’s requirements.

In the digital nomad thread, one person reports five months from starting the process to receiving the card. Another describes a refusal: they submitted a three-month hotel booking with their appeal instead of a notarised annual lease, and it did not help. Five months is one person’s timeline, not a national average. The refusal story is a reason to check your accommodation evidence, not a universal document checklist.

These are self-selected accounts in English, without verification of the participants’ documents. They cannot tell us the probability of refusal or whether “most expats” are happy. They can show where to allow extra time and what to ask before paying.

Who Albania suits

Above all, someone who already knows how they will earn a living. A remote employee with their employer’s agreement, an independent professional with clear contracts, a business owner prepared to keep proper accounts, or someone with a signed local employment contract.

For them, accessible residence routes can be a substantial advantage. First, though, work out how you will operate: a foreign salary, services for clients and your own company each need different checks. Entry, permission to work and taxes cannot all be settled by the words “residence permit”.

If the plan is to arrive without an income and quickly find a well-paid job, the top ranking offers little help. Start with actual vacancies and offers in your profession. Moving with a child? Check school availability and the full cost before choosing a neighbourhood. If you need regular treatment, check the particular clinic, medication and insurance cover. A country score will not answer these questions.

This guide concerns people moving for work. Retirement schemes and international protection need separate analysis. One more simple condition: choose Albania for the life you can build there today. Future EU membership should not be your only reason to move.

We checked the intermediaries

Our full research examined public advertising by relocation providers, company formation services and property sellers. Here are a few examples checked again on 15 September 2026. We did not purchase services or inspect client case files: these findings concern the promises on the pages.

“Zero tax” — with payments further down the page

Nomads Project has a headline promising “0% Tax on All Income”. Further down the same page, it lists 8% dividend tax with a caveat about a possible reduction, social payments and a park fee of 1.5% of annual revenue. That alone is enough reason not to treat the headline as a net-income calculation.

The incentives may be real. But ask for a calculation using your figures, showing what remains after taxes, contributions, support fees and payments in other countries. For a remote worker’s first year, check eligibility for special treatment separately: neither an advertised zero nor the general 183-day rule replaces that analysis. “Fully digital in a few days”

Nomads Project’s page advertises paperless processing from three days. But what finishes in three days: registration, acceptance of an application or the permit itself? The official Leje Unike service description allows up to 12 weeks and requires documents to be sent after the online application. The Interior Ministry also describes in-person biometrics. The offer should separate the stages and explain the costs of delays.

“Schengen” next to residence permits

Opportunity Albania places “Schengen travel” in its residency and citizenship section. Further down, the site links travel to citizenship. That distinction matters: an Albanian residence permit alone does not grant entry to Schengen or permission to work in the EU. The travel rule for residence permits applies to permits from Schengen countries. Ask the provider to name the document you will receive now and the rights it grants. A promise of a future passport does not answer that question.

The same page still has “Your Name Here” and “Team Member” placeholders in its team section. This does not prove fraud. But it is too early to pay for legal support without knowing the specialist’s name and who your contract will be with.

“Everything included” without a list of outcomes

Before paying, ask for a contract identifying the legal entity, responsible professionals, scope of work, separate government fees and refund terms. Find out whether it includes responses to additional requests, help if a bank refuses you and applications for each family member. Save the advertising and the offer. Keep control of your personal email, bank and e-Albania account; a representative can receive the necessary formal authorisation.

Our verdict

Albania deserves a place on a working expat’s shortlist. Routes to legal work and residence, protection during temporary unemployment and the ability to appeal a decision are substantial advantages.

I would consider it with an income already arranged and time to spare for the paperwork. I would make the decision after checking my work setup, housing, bank and family budget. If those fit, the high ranking becomes personally relevant. If the calculation rests on “zero tax, EU membership soon, everything done in three days”, there is not enough information to move yet.
