Argentina citizenship by investment: what $350,000 buys — and who should skip it

The programme has been announced, but it was not accepting applications on 3 October 2026, and its legal foundation has been struck down by an appellate court. We look at what an investor actually buys — and why anyone willing to live in Argentina should examine the ordinary route first.

Expat Gate editorial team · Checked 3 October 2026. A critical guide for foreign nationals comparing an investment passport with an actual move. This is not legal, tax or investment advice.

Short answer. Argentina has officially announced citizenship in exchange for a non-refundable $350,000 contribution or $800,000 in special government bonds. But applications were not open on 3 October 2026, the full rules had not been published, and an appellate court had already struck down the decree underpinning the process. The idea may interest a wealthy person who needs a backup passport without moving. For someone with more modest wealth who is prepared to live in Argentina, it currently looks like a very expensive fee for waiving the residence requirement: the Constitution provides for ordinary naturalisation after two years of continuous residence.

Status on our check date: announced, not open. The government says applications will begin in Q4 2026. We found no official application form, final procedural rules, complete fee schedule or bond terms.

What the government actually announced

RouteAnnounced amountWhat matters
Treasury contribution$350,000The money is non-refundable
Special government bond$800,000Official issue terms are not yet public; AP reports a seven-year holding period
Spouse or child aged 18–25+$100,000 eachThe child must be unmarried and have no children
Child under 18+$25,000 eachThe family relationship must be documented

A family consisting of the main applicant, a spouse and two minor children would pay $500,000 under the contribution route. Funds must pass through the formal financial system. Several authorities, including the financial intelligence unit and state intelligence service, will check identity, source of funds, immigration history, criminal record and reputation.

Decree 524/2025 gives the immigration authority 30 business days for its final decision — but only after the investment agency has completed its checks and sent its recommendation. There is no published deadline for that earlier work. Advertising “citizenship in 30 days” would therefore be misleading.

What $350,000 actually buys

It does not buy the right to live in Argentina; much cheaper residence categories exist. Nor does it buy a guaranteed approval. What the investor primarily buys is the ability to request citizenship without two years of physical residence.

That makes sense only for a narrow group: the applicant has substantial capital, does not want to move their main home, and an Argentine passport solves a specific problem. If you are willing to spend two years in Argentina, the economics change. Instead of giving away $350,000, you can fund your own life and pursue the ordinary route under Article 20 of the Constitution.

Legal certainty todayLow: rules are incomplete and the foundational decree was struck downThe right to naturalise is in the Constitution, although the exact procedure after the ruling also needs case-specific checking
Best fitA wealthy applicant who wants a passport without relocatingSomeone who genuinely wants to live in Argentina

We set out practical residence grounds, timelines and constraints on our Moving to Argentina page. Do not confuse eligibility to apply after two years with a guarantee of receiving a passport on the two-year anniversary: preparing the case, court proceedings and documents can take longer.

In May 2025, presidential DNU 366/2025 moved citizenship decisions from federal courts to the immigration authority and added naturalisation for a “relevant investment”. In June 2026, the National Electoral Chamber declared the decree void. The court held that the executive had exceeded its powers and that citizenship cases belong in the federal electoral judiciary.

The government nevertheless announced prices on 2 October and promised a Q4 launch. This does not necessarily make the programme impossible: litigation may continue and Parliament could create a firmer legal basis. It does mean that the route should not be treated as settled until final rules appear.

Our conclusion: do not hand money to a private agency as if the product were already operating. “Pre-enrolment” with an intermediary is not an official government application.

What Peter Thiel has to do with it

The Financial Times and Associated Press have reported on billionaire Peter Thiel moving his family to Buenos Aires and a company linked to him buying a mansion there. Thiel previously obtained New Zealand citizenship through an exceptional route, so his behaviour is a useful example of wealthy people buying geographic and political optionality.

His case does not prove that Argentina’s programme is good value for an ordinary person. We found no confirmation that he has applied, or plans to apply, under this particular scheme. And $350,000 is option money for a billionaire; for a middle-class family it may represent years of housing, living costs and reserves. Thiel helps identify the target customer, not the return on the product.

What an Argentine passport gives you

Argentina ranks 16th in the 2026 Henley Passport Index, with access to 169 destinations without obtaining a visa in advance. It is a strong passport, but its marginal value depends on the passport you already hold.

Your current passportWhat Argentina changesPractical conclusion
United StatesLittle extra tourist mobility; it provides a second nationality and a regional connection$350,000 is hard to justify for travel alone. Check dual-nationality tax and consular consequences first
UkraineA meaningful mobility gain, but the rules on multiple nationality need checking at the time of your decisionMore useful than for a US citizen, but living in Argentina remains far cheaper than the investment route
RussiaA substantial increase in visa-free mobility and a backup documentThe benefit is real, but it does not remove obligations to the original country or bank compliance checks

The MERCOSUR residence agreement makes Argentine citizenship valuable for regional mobility. However, the agreement itself generally requires naturalised citizens to have held their nationality for five years before relying on it. This is not instant residence across South America.

Citizenship is not tax residence — but moving may make you resident

Law 27,802 added a specific exception in 2026: a person naturalised after a relevant investment does not become tax resident solely because of the new nationality. That is narrower than the sales phrase “a tax-neutral passport”.

The exception does not make Argentina a tax-free jurisdiction. Under ARCA’s rules, a foreign national generally becomes tax resident after obtaining permanent residence or spending 12 months in the country under temporary permissions. Someone already resident does not cease to be resident because they use the investment route, and Argentine-source income remains taxable. Obtain advice in both Argentina and your current tax country before paying.

Why the $800,000 bond is not simply the “refundable option”

A bond may look better than a donation because an asset can be redeemed. But the coupon, settlement currency, redemption value, sale restrictions, custodian, refusal consequences and repayment protection are still unknown. AP reports a seven-year holding period, but this is not in the government announcement; we need the official prospectus.

Argentina has a long history of sovereign debt restructurings, including the 2001 default discussed by the IMF. That history does not prove the new bond will default. It does mean that $800,000 should not be assessed like a bank deposit: the issuer, terms, liquidity and currency risk require proper analysis.

What recent movers say: three fresh accounts

We reviewed Reddit discussions from the last six months. These are personal stories, not statistics, but they expose costs and decisions that do not appear in an investment agency’s presentation.

  1. A US couple from New Hampshire, September 2026. The authors put their US home on Airbnb and signed a three-year lease in Recoleta; the wife was accepted into a UBA PhD programme. Their immediate problem is not a passport but choosing between student and digital-nomad status and understanding tax. In their 50s, they estimated a good private health plan at $800–1,000 per month for two and utilities and internet at roughly $500. This is one high-end neighbourhood budget, not a city average.
  2. Americans already in Buenos Aires, September 2026. In a discussion about settling in and making friends, one contributor said he left an advertising job in Fort Lauderdale, now works in local real estate and does not want to return. Others recommended meeting people through tennis and other activities, while long-term expats said established local friendship circles can be difficult to enter. A passport does not solve language, work or belonging.
  3. Almost three years in Caballito, April 2026. A contributor put comfortable monthly spending at $1,100–1,200, including $600 for a one-bedroom flat; staying in Recoleta, Palermo or San Telmo through Airbnb could raise it to $1,500–2,000. Another commenter thought $1,500 was already insufficient. The useful lesson is not one “correct” figure but the gap between tourist and local markets.

The macroeconomy has not disappeared either. According to INDEC, 32.3% of people in the surveyed urban areas were below the poverty line in the first half of 2026, with 7.5% in extreme poverty. Falling inflation improves the picture, but prices, exchange rates and policy remain politically sensitive. A test stay and a real budget are more useful than a slogan about a “cheap country”.

Who the programme may suit

  • You do not want to move your centre of life to Argentina, but need a strong second passport.
  • $350,000 is a small share of your liquid net worth and losing it would not harm your family.
  • You have modelled tax, dual nationality, inheritance and banking compliance.
  • Your source of wealth is fully documented and your background will withstand enhanced due diligence.
  • You can wait for a durable legal foundation instead of buying an intermediary’s promise.

Who should probably skip it

  • You are willing to live in Argentina for two years and can qualify for lawful residence.
  • The contribution would consume most of your capital or retirement reserve.
  • You only need residence, life in Buenos Aires or a regional base.
  • You expect a guaranteed 30-day passport, risk-free bond repayment or automatic freedom from tax.
  • You have not yet spent at least a few months in the country.

What to check before paying any agency

  1. Has an official government-domain application portal opened, with full procedural rules?
  2. How has the government complied with or appealed the ruling voiding DNU 366/2025?
  3. Which government, agent and due-diligence fees come on top of the headline amount?
  4. Is money returned after a refusal, and when does the contribution become irrevocable?
  5. What does the bond prospectus say about term, coupon, currency, custody, sale and redemption?
  6. Do you have written tax advice in both Argentina and your current jurisdiction?
  7. Can you pay the government or an authorised custodian directly, rather than an intermediary?

Frequently asked questions

Can I apply now?

No, not as of 3 October 2026. The government announced a Q4 launch, but we found no official filing window.

Does the contribution guarantee citizenship?

No. The government promises multi-agency checks and can refuse an application. Refund rules after refusal have not been published.

Can I obtain citizenship more cheaply?

If you are willing to live in Argentina, Article 20 of the Constitution provides for naturalisation after two years of continuous residence. You need lawful status, proof of real life in the country and current advice on the court process.

Will I pay tax on worldwide income?

Investment citizenship alone should not automatically create tax residence. Permanent residence, 12 months of temporary stay and other facts may do so. The answer depends on how you actually live and on applicable treaties.

Should I join an agency’s “pre-application queue”?

You can request a document list. We would not transfer non-refundable funds or sign for a guaranteed passport before the official launch.

How we checked this guide

Method: we checked the government announcement, operative decrees, the prosecutor’s report on the National Electoral Chamber ruling, ARCA tax rules, the MERCOSUR agreement, Henley Passport Index and three recent Reddit discussions. Reddit accounts are personal experience, not statistical evidence. We will update this guide when the programme rules are published.
