Living in Colombia as a foreigner: how the state treats newcomers

A spouse's visa carries no right to work: to work, the spouse needs a visa of their own, through the same procedure as a stranger.

In short

Colombia visas at a glance

Main route
The M worker visa, based on a contract with a Colombian employer, for up to three years. Applications are fully online through the Foreign Ministry (Cancillería), with no appointments or queues.
Without an employer
Possible: the V digital nomad visa (income from three minimum wages, about $1,200-1,435 a month, for up to two years) or the M partner or investor visa. But time on a V visa does not count towards the resident visa, and the rules give no way to renew it.
Processing time
Up to 30 calendar days after paying the review fee by the rules; 2-4 weeks in practice. The authority may ask for documents up to three times, and each request extends the clock.
Cost
M visa: $55 to review and $177 to issue, visa registration 75,000 pesos, foreigner ID card (cédula de extranjería) 294,000 pesos. About $655 per adult over five years, about $1,950 for a family of three.
Permanent residence and citizenship
The R resident visa after 5 years on an M visa (2 years if married to a Colombian citizen). Citizenship 5 years later, about 10 years in total; dual citizenship is allowed.
Taxes
Progressive rates of 0/19/28/33%: on a $2,500 monthly salary the income tax works out at about 11.9%, on $3,856 about 17.6%.
How newcomers are treated

How Colombia treats foreigners who move there

In spirit Colombia is a calm place for a foreigner. Since 2022 the rules have only gained new categories, fees are indexed to inflation (+5.1% in 2026), and Amnesty International, Human Rights Watch and Freedom House found no campaigns against legal foreign residents and no retroactive revocations in their 2025 reports. Applications are online and quick, there are no language or integration exams for residency, and children attend state school whatever their status.

The weak spot is the design of the visa itself. The M worker visa is tied to the employer more tightly than almost anywhere in our sample: the end of the contract is in itself a ground to cancel the visa, the employer must notify Migración Colombia within 15 days, and working for another employer even while switching is a serious violation. Changing jobs means a new visa with a full application.

There is no period to look for a new job. All you get is a safe-conduct (salvoconducto) of up to 30 days, extendable by 30 in special cases: it makes your stay legal but does not let you work. The same document covers the wait for a renewal, so you cannot work then either. The employer, for its part, commits in advance to pay for the foreigner's and the family's departure.

Families are less protected than in most countries: a spouse on a dependant visa may not work and has to apply for their own visa through the general procedure. The state does not publish refusal statistics; there is only a press release about approving more than 90% of applications in 2022-2023.

Day to day, the friction is registration and banks. The visa must be registered with Migración Colombia within 15 days to get a foreigner ID card, and appointment slots open on Sundays at 5 pm and in Bogotá and Medellín are gone in about half an hour. Without the card some banks turn newcomers away; with it, an account opens.

Passport

What your passport changes

The index score ignores nationality. This is what changes for citizens of specific countries.

US citizens

No visa for short stays: up to 90 days, extendable, but no more than 180 days in a calendar year. After that, the same visa procedure as for everyone.

Nationals of Latin American countries and Spain

Faster citizenship: 1 year of residence on a resident visa for Latin American nationals, 2 years for Spanish nationals instead of 5.

Citizens of Bolivia, Ecuador and Peru

The right to labour migration under the Andean Community and Mercosur agreements in which Colombia takes part.

Ukrainian citizens

No visa for short stays: up to 90 days, extendable, but no more than 180 days in a calendar year. After that, the same visa procedure as for everyone.

Russian citizens

Visa-free short stays, according to the Foreign Ministry's list. When we checked on 9 August 2026 we found no direct nationality restrictions on the M worker visa.

Belarusian citizens

When we checked on 9 August 2026 we found no direct nationality restrictions on the M worker visa. We did not find Belarus on the list of visa-exempt countries.

Where the index stops answering

This score was not calculated about you

All 97 states are calculated for one applicant: 35 years old, income of $2,500 and $3,856 a month before tax, passport not counted, the most accessible route that is actually in use.

Your passport, your income and your family do not change the table. They change which of its lines apply to you. A different income makes entry read differently, a family makes the family category read differently, and your passport makes everything read differently.

Questions and answers

Questions about moving to Colombia

How long does a Colombian visa take?

By the rules the decision comes within 30 calendar days of paying the review fee; in practice the first answer arrives in 2-4 weeks. If the authority requests documents, the clock is extended.

Can I get residency in Colombia without a Colombian employer?

Yes: the V digital nomad visa with income from three minimum wages (about $1,200-1,435 a month) or the M partner or investor visa. The nomad visa lasts two years at most and does not count towards the resident visa.

How much does a Colombian visa cost?

The M worker visa costs $232 ($55 review plus $177 issue), plus 75,000 pesos for registration and 294,000 pesos for the foreigner ID card. The visa is issued for up to three years, so five years cost about $655 per adult.

Can I lose my visa in Colombia?

Yes, easily: the end of an employment contract is in itself a ground to cancel the worker visa, and there is no period to find a new job. A safe-conduct of up to 30 days keeps your stay legal but does not let you work.

When can I get permanent residence and citizenship in Colombia?

The R resident visa after 5 continuous years on an M visa, citizenship 5 years after that, about 10 years in total. You need exams in Spanish, history and the constitution; dual citizenship is allowed.

Are expats welcome in Colombia?

Broadly, yes: no campaigns against legal foreign residents, stable rules and online applications. The hard parts are a work visa tightly tied to the employer, a spouse who cannot work and immigration appointments that vanish in half an hour.

How this is calculated

Method and sources

97 states, 26 indicators, seven categories, 2,522 scores. Every score has a source and a source class: primary means the texts of laws and government portals; reliable secondary means reports by international organisations, tax reviews by audit firms and specialist legal publications; weak means community posts and single secondary sources. The classes add up to a confidence level for the country, and a country with low confidence gets neither a score nor a place.

Every indicator is scored against a fixed ruler, not against its neighbours. Adding new countries therefore does not move the old ones, and a change in a score means a change in policy and nothing else.

A high place does not mean a good country. It means one thing: the state machine treats newcomers predictably and by the rules. Living there may be expensive, dull or hot; that is not our question.

We make mistakes and we will go on making them: policy changes faster than any database. Our answer is not a pose of infallibility but a visible trail of corrections. Every correction is published: what it was, what it became, the source and the reason for the error. The corrections log opens with the second issue, together with the first block of changes.
